1 Organizing Authority
The BALTIC OFFSHORE WEEK 2017(Finnish and Estonian championship) is organized by the Merenkävijät ry and Kalev Yacht Club under the authority of the Finnish Offshore Racing Association (Avomeripurjehtijat), Estonian Yachting union (EYU), and under the overall authority of the Offshore Racing Congress (ORC).
2 Rules
2.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing.
2.2 The following rules will also apply:
- IMS Rule
- ORC Rating Systems Rule
- ORC Championship Rules
- World Sailing Offshore Special Regulations, category 4 with following exceptions:
4.23.1.- 3 red hand flares are mandatory;
4.26. – recommended;
5.01.1. a) – 100N buoyancy is allowed instead of 150N buoyancy; 5.01.1. c) – recommended.
- Between 22:00 and 05:00 the RRS Part 2 shall in applicable parts be replaced bythe International Regulations for Preventing Collisions at Sea (IRPCAS) and all boats shall show the required navigational lights.
2.3 Finnish ORC Championship Rules will apply for Finnish Championship.
2.4 If there is a conflict between languages the English text will take precedence.
3 Advertising
3.1 World Sailing Advertising Code will apply. Boats displaying their personal advertising shall own the Advertising Certificate required by the National Authority of the Person in Charge.
3.2 Boats are required to display advertising chosen and supplied by the Organizing Authority.
3.3 The Organizing Authority may also require the installation, at no cost to competitors, of onboard video cameras and position devices.
4 Eligibility
4.1 The regatta is open to all boats with valid ORC International or ORC Club certificate dated no later than 09.06.2017.
4.2 The skipper and the crew members of participating Finnish boats have to be members of a member club of the Finnish Sailing Federation. The skipper or the owner or the owner’s representative, if he is part of the crew of the boat, has to be a member of the Finnish Offshore Racing Association.
4.3. All competing Estonian sailors must have the EYU racing license.
5 Classes
Boats will be divided in 3 Classes according to the CDL (Class Division Length).
Class A CDL limits will be announced after registration closed
Class B CDL limits will be announced after registration closed
Class C 8.25 >=CDL >=7.25
A and B classes will be divided into 2 equal groups after registration closed.
In accordance with Championship Rule 6.2 the Organizing Authority has the right to group two classes if the minimum numbers are not met. In this case, only one Championship title will be assigned to the combined classes.
6 Entries and Entry Fee
6.1 Eligible boats may enter by filling in the online registration form at www.balticoffshoreweek.org
6.2 The non-refundable entry fees are as follows

6.3 A boat is considered to be pre-registered if the following documents are received before 15.05.2017
- Completed and signed official entry form
- Current ORCi or ORC Club Certificate
- Entry fee payment confirmation
6.4 The organizer is not responsible for any costs incurred by the non-acceptance of a boat’s registration.
6.5 Late entries may be accepted at organizer´s discretion.
7 Registration
7.1 Each Owner or Skipper must personally register in the Race Office located in Merenkävijät ry Club marina Särkkä. from 16:00, 15.06.2017. until 21:00, 15.06.2017.
7.2 The following documents shall be presented at registration:
- Valid ORCi or ORC Club certificate issued before 09.06.2017.
- Valid third-party insurance with a minimum cover of 500 000€
- If advertising is displayed, a respective National Authority permission
- Crew list with name, surname and weight for each crew member
- Contact phone number both on boat and land, including the name of contact person
- Liability acceptance form, duly filled out and signed
- Sails declaration, with a list of all identifiable sails which will be used during the event. This changes RRS 78.2.
- Measurement protests by the boats shall be accepted up to two hours after the posting of the final ratings.
- Crew lists may be amended up to 21:00, 15.06.2017. by filling a new form showing the changes. After this time, changes in crew may be made only with the written permission of the Protest Committee.
8 Schedule
8.1
Day 1, 15.06.2017. – 16:00-21:00 Registration and measurement
Day 2, 16.06.2017. – 10:00 offshore race
Day 3, 17.06.2017. – up to 3 inshore races followed by coastal race
Day 4, 18.06.2017. – up to 3 inshore races
On the last day no races are scheduled after 15:00
- One offshore race approximately 10-12 hours duration for the slowest boat. The scoring coefficient shall be 1.4. Offshore race may be re-scheduled when required by weather conditions.
- One coastal race approximately 2-3 hours duration for the slowest boat. The scoring coefficient shall be 1,1.
b) Inshore races shall be of approximately 1 hour duration, and shall have a scoring coefficient of 1.0.
8.2 Eight races are scheduled including offshore race, coastal race and six inshore races. Inshore races will be windward/leeward races.
8.3 The championship is valid if at least 2 inshore races and offshore or coastal race are completed. One discard will be allowed if 4 inshore races are completed and 2 discards if 6 inshore races are completed. The discard may be any inshore race. The offshore race and coastal race may not be discarded.
9 Measurement
Each boat shall be available for the measurement inspection from 16:00, 15.06.2017 Measurement and rules compliance inspections will be carried out throughout the championship before or after each race with emphasis on boats well placed in the scoring. The inspection will also include freeboards whenever possible.
10 Sailing Instructions
Sailing Instructions will be available for each entrant at completion of the registration formalities.
11 Scoring
11.1 Windward/leeward race results will be determined by corrected times calculated by Performance Line Inshore scoring method.
11.2 Offshore race results will be determined by corrected times calculated by Performance Line Offshore scoring method.
11.3 The Low Point Scoring System of RRS Appendix A. Points will be multiplied by the appropriate scoring coefficient.
12 Protest committee
A Protest Committee will be appointed according to RRS 91(a).
13 Nautical charts
The Finnish nautical charts 17, 18, 19, 951, 952 are recommended.
14 Moorings
Participating boats will have moorings free of charge in the regatta harbors for the period 15.-18.06.2017. Low price 11.-15.6.2017, 7€/day – subject to availability.
16 Media rights
Competitors, owners and their guests give absolute right and permission to the Organizing Authority for any photography and video footage taken of persons and boats during the event, to be published and/or broadcast in any media, including but not limited to TV advertisements, whatsoever for either editorial or advertising purposes or to be used in press information.
17 Communication
Except when communicating with the Race Committee, a boat while racing, shall not transmit or receive communication of any information not publicly available to all boats participating.
The Race Committee uses VHF channel 11.
18 Trophies and Prizes
18.1 Championship medals issued by the Finnish Sailing Federation will be distributed to the first three boats in classes ORC A-C. The number of medals awarded to each boat equals the number of persons sailing on that boat at the same time.
18.2 Championship medals issued by the Estonian Yachting Union will be distributed to the first three boats in classes ORC A-C. The number of medals awarded to each boat equals the number of persons sailing on that boat at the same time.
18.3 Other prizes and trophies will be awarded at the discretion of the organizers. All medals and prizes will be awarded at the Prize Giving Ceremony and all participants are expected to participate in that ceremony
19 Disclaimer of Liability
All those taking part in the regatta do so at their own risk and responsibility. The
Organizing Authority, ORC and any other party involved in the organization of the Baltic Offshore Week 2017 disclaim any and all responsibility whatsoever for loss, damage injury or inconvenience that might occur to persons and materials, both ashore and at sea as a consequence of participation in the event. Each boat owner or his representative accepts these terms by signing entry form. The attention of competitors is drawn to World Sailing Rules Part 1 Fundamental Rule 4: A boat is solely responsible for deciding whether or not to start or to continue racing.
20 Insurance
Each participating boat shall be insured with valid third-party insurance with a minimum cover of 500 000€ per event. Regardless, it is the responsibility of the owners to hold adequate insurance cover for Tort Liability and Third Party Insurance (Property and Persons). Competitor can purchase the insurance at the Race Office.
